Question about Victorian era clothing? How did they wear their corsets?

In the Victorian era, did they wear waist cinchers/underbust corsets over their clothing or always underneath? What about overbust corsets, were they ever worn over the clothing or alone as opposed to not having them show? I can only seem to think of pictures of them with the corsets underneath.

I am always puzzled as to why women wore such restrictive clothes in the 19th Century. I am not convinced by the traditionally assumed answers that feminism has to offer because women wore them; they can’t have been stupid as well as breathless! All your thoughts would be appreciated.
